What do Retrofit Lead Assessors do?

Retrofitting involves upgrading existing buildings to improve energy performance, reduce operational costs, and lower carbon emissions. For non-domestic buildings, this process must follow a structured, evidence-led approach in line with PAS 2038.

A Retrofit Lead Assessor (RLA) is responsible for initiating this process by ensuring that a building is properly assessed before any retrofit decisions are made. This role is typically undertaken by an upskilled Non-Domestic Energy Assessor (NDEA), combining existing expertise with additional retrofit-specific knowledge.

At this early stage of a project, the RLA gathers and manages the key information needed to understand how the building performs and where improvements can be made.

Moreover, Retrofit Lead Assessors will work closely with a Retrofit Lead Professional (RLP), who is responsible for overseeing the retrofit project and ensuring compliance with PAS 2038.

What does a Retrofit Lead Assessor undertake as part of a Retrofit Assessment?

A non-domestic retrofit assessment is a comprehensive evaluation of the building, which typically includes:

  • Reviewing the building’s current energy performance, including EPC data and supporting evidence
  • Producing or overseeing a detailed condition report covering the building fabric and services and Airconditioning inspection reports
  • Considering how the building is used, including occupancy patterns and operational demands via

These assessments may be completed directly by the RLA or coordinated with other qualified energy assessors, ensuring all inputs meet PAS 2038 competency and quality requirements.

A retrofit assessment for non-domestic buildings will typically take longer than a standard energy assessment due to the scale, complexity and level of detail required.

Why become a Retrofit Lead Assessor?

For existing Non-Domestic Energy Assessors (NDEAs), becoming a Retrofit Lead Assessor is a natural progression, enabling you to expand your role and move into whole-building retrofit projects.

As PAS 2038 adoption grows and potential changes to MEES regulations drive demand, there is an increasing need for professionals who can deliver and coordinate high-quality assessments.

Upskilling as an RLA positions you at the start of the retrofit process, creating new opportunities while playing a key role in delivering compliant, effective retrofit projects.
