There are a number of government-funded programmes supporting improvements to the energy efficiency of social housing across the country. These initiatives help social landlords install insulation, low-carbon heating and other measures that can make homes warmer, reduce energy bills and lower carbon emissions for tenants.
They also create opportunities for qualified energy assessors and retrofit professionals to support the assessment, planning and delivery of improvement projects.
Warm Homes: Social Housing Fund England
The Warm Homes: Social Housing Fund supports local authorities, housing associations and other eligible social landlords to improve existing social homes across England that had an Energy Performance Certificate (EPC) rating of D or below when accepted into the scheme.
Funding can be used for energy performance improvements and low-carbon heating measures to help make homes warmer, reduce energy bills and cut carbon emissions.
Applications are now closed, but funded projects are being delivered until September 2028. Assessors and retrofit professionals interested in supporting this work can view the list of successful social housing landlords and contact them or their appointed delivery partners about potential opportunities.

VIEW OPPORTUNITIESHow can energy assessors and retrofit professionals get involved?
Social housing improvement programmes can create opportunities for professionals working across energy assessment, retrofit assessment, coordination, design, installation and evaluation.
The specific roles and qualifications required will depend on the funding programme, procurement requirements and the standards applicable to each project. Where PAS 2035 applies, key roles may include:
Retrofit Assessors
Retrofit Assessors collect information about the property, its condition, occupancy and energy performance. This evidence supports the development of an appropriate whole-house retrofit plan.
Retrofit Coordinators
Retrofit Coordinators oversee the PAS 2035 process, helping to ensure that assessment, design, installation, monitoring and evaluation are coordinated appropriately and that risks are properly managed.
Domestic Energy Assessors
Domestic Energy Assessors can build on their existing knowledge by training as Retrofit Assessors. Suitably experienced professionals can also undertake further training to become Retrofit Coordinators.
