Elmhurst issues draft response to Scottish Skills Requirement Consultation

Elmhurst has issued a draft response to Scottish Government’s consultation on proposals for developing skills requirements for energy efficiency, zero emissions and low carbon heating systems.

The Consultation seeks views on the delivery of alternative heating systems to dwellings in both urban and rural locations, and in particular the skills which will be required to deliver a programme designed to improve the housing stock and reduce carbon emissions in Scotland.

Key Proposals:

  • Considering views on the competency requirements for the Retrofit Coordinator, Advisor, Assessor, Designer And Evaluator roles (PAS 2035/30 retrofit work)
  • to develop a supply chain action plan by the end of 2021
  • Provide equipment to Scottish colleges in readiness for delivery of training in zero and low emissions technologies
  • Work in conjunction with the National Transition Training Fund, the Flexible Workforce Training Fund and the Young Persons Guarantee scheme.
  • Establish a working group to explore the potential of a Heat Pump Sector Deal
  • Build on quality assurance principles set out in the Energy Efficiency Scotland Route Map.

Elmhurst welcomes the consultation and has created an initial draft response where we outline that Scotland need to build upon skills and professionals that are currently out there, and don’t ‘reinvent the wheel’. A long term commitment to the goals will allow individuals and companies to invest in training people, where short term ‘stop-start’ policies will not encourage this.

The deadline for this consultation is Friday 30th April 2021. We always advocate for Elmhurst members to respond to Government consultations, but if you want to add some points to our draft, please let us know and we will attempt to incorporate your views.
