Elmhurst publishes draft response to the Non-Domestic PRS MEES Implementation of the EPC B Future Target Consultation

In 2019, the Government published a consultation on how best to improve the energy performance of non-domestic private rented buildings through tighter minimum energy standards. They set out the Government’s preferred option to set a long-term trajectory that would require all non-domestic rented buildings to meet an EPC B by 2030.

Following significant support for the EPC B option, on 17th March 2021 the Government released Non-Domestic Private Rented Sector Minimum Energy Efficiency Standards - Implementation of the EPC B Future Target consultation.

We have now created our ‘draft’ consultation response and ask members to have a read and either tell us what you think, or, even better, complete your own response. There is no one better placed to comment than the Elmhurst members who spend their lives analysing and improving the energy efficiency of non-domestic buildings.

Our key messages are:

  1. Support the use of phased milestones and the proposed compliance windows, with strong recommendations for incentives for those “going early”.
  2. Movement towards additional triggers for EPCs such as changes to heating systems.
  3. Simplify the seven year payback test to include a payback calculator whilst allowing for continued use of the three quotes approach.
  4. Better clarification on stripped back buildings to allow for a temporary exemption whilst being fitter out.
  5. A move towards a pre and post EPC to show compliance.

Elmhurst is now seeking input on this draft response which will influence its final response before it is submitted by the 9th June 2021 deadline. The final submission will also be published for the benefit of members.
