EPCs at the core of Local Authority Green Homes Grant
When the Government announced the detail of the new Green Homes Grant scheme on Tuesday (4th) Elmhurst were quick to criticise the lack of reference to EPCs and them not requiring measures to be installed in accordance with PAS 2035 (BSI’s flagship standard for deep retrofit), however there is a second scheme which does retain EPCs at the core, the Local Authority Green Homes Grant.
In addition to the £1.5bn Green Homes Grant that is to be distributed through vouchers, there is also up to £500m of support allocated to English Local Authority delivery partners, through the Local Authority Delivery (LAD) scheme.
The Local Authority Delivery scheme aims to raise the energy efficiency of low-income and low EPC rated homes (those with Band E, F or G) including those living in the worst quality off-gas grid homes. The scheme will also aim to reduce fuel poverty, phase out the installation of high carbon fossil fuel heating, and contibute towards the UK's commitment to net zero by 2050.
The element of that package comprises;
- £200m Local Authority competition and
- £300m through Local Energy Hubs in 2020/21 for regional delivery by March 2022.
The good news is
- that all work is to be supported by a pre and post improvement Energy Performance Certificate (EPC) or RdSAP / SAP calculation – good news for Energy Assessors
- appropriate work completed under the Local Energy Hubs must be delivered in accordance with PAS 2035 – which is good news for approved Retrofit Assessors and Retrofit Coordinators
Elmhurst's Managing Director, Martyn Reed comments: “Elmhurst welcome this initiative and believe that it is an excellent time for Energy Assessors to be partnering with their local authority clients to identify homes in most need of improvement. With £500m available this could make a real difference to up to 150,000 homes.”
Applications will be accepted between the 4th of August and the 1st of September 2020 (12 noon) and it is proposed that funding would be allocated by the 28th of September 2020 for delivery by 31st March 2021.
