Approved Document F 2026 Raises Standards for Ventilation Commissioning

Housebuilders, developers and ventilation installers are being advised to prepare for a more rigorous approach to ventilation commissioning under Approved Document F 2026, with greater focus on competency, evidence and testing.

What is Ventilation Commissioning?

Ventilation commissioning is the process of checking and testing a ventilation system to make sure it has been installed correctly and is working as intended.

Approved Document F, published on 24th March 2026, will take effect on 24th March 2027 for building work that is not classed as higher risk. For higher risk building work, it will take effect on 24th September 2027, with some existing projects able to continue under the previous requirements.

 

Greater Focus on Ventilation Performance

The updated guidance puts more focus on ensuring ventilation systems are installed correctly and perform as intended. While commissioning is not a new requirement, Approved Document F 2026 places more weight on demonstrating that systems meet both manufacturer instructions and the requirements of Approved Document F.

Mechanical ventilation systems must be commissioned to provide adequate ventilation. In new homes, the amount of air moving through the system must also be measured, with results provided to the relevant authority and a completed commissioning sheet given to the building owner.

The guidance reinforces the need for:

  • Pre-commissioning installation inspections
  • Checks of background ventilators
  • Inspection of system controls
  • Clear commissioning records

These checks are important because even a well-designed ventilation system may not provide adequate indoor air quality if it has been installed or adjusted incorrectly.

 

Increased Importance of Competency

Approved Document F 2026 also places a clear focus on the competence of those carrying out ventilation testing and commissioning.

Those carrying out this work must be able to demonstrate the appropriate skills and knowledge. For example, someone commissioning and testing a single intermittent extract fan in an existing dwelling should have received appropriate training.

For other types of mechanical ventilation, the person should be a member of an organisation that independently verifies their competence, training and performance, such as a relevant Competent Person Scheme.

 

Implications for the Future Homes Standard

As homes become more airtight under the Future Homes Standard and associated energy efficiency requirements, effective ventilation will become more important.

Mechanical ventilation systems will play a greater role in maintaining healthy indoor environments. Their performance will depend on choosing the right system and ensuring it is installed, tested and adjusted correctly.

Systems that are not commissioned correctly can contribute to condensation, mould growth, poor indoor air quality and occupant complaints.

Ventilation testing and commissioning are therefore likely to receive greater scrutiny from regulators, warranty providers and clients, particularly in low-carbon and highly airtight developments.

Organisations involved in housing delivery should start preparing for the changes by:

  1. Reviewing commissioning procedures against Approved Document F 2026
  2. Ensuring ventilation contractors can demonstrate competence
  3. Putting clear evidence and record-keeping processes in place
  4. Training site managers and project teams on the new requirements
  5. Involving ventilation specialists earlier in the construction process
