How to get ahead as a Non-Domestic Energy Assessor in 2026

As 2026 approaches, non-domestic energy assessors are poised to seize a growing array of opportunities. From engaging with the evolving Minimum Energy Efficiency Standards (MEES) and non-domestic retrofit programs (PAS 2038), to offering expert advice across a full spectrum of non-domestic energy services.

Non-Domestic MEES

What we know: The Government still hasn’t published its response to the non-domestic MEES consultation. The latest expectation is that we’ll see this in early 2026, which is likely to kick-start a fresh wave of compliance activity across the year.

What we expect to happen: While nothing is confirmed yet, the direction of travel is pretty clear: minimum EPC requirements for privately rented non-domestic buildings are likely to tighten. Industry conversation has long pointed towards EPC B as a future target, but for now the legal minimum in England and Wales remains EPC E until any new rules, guidance and enforcement arrangements are formally introduced.

What is the opportunity for Non-Domestic professionals?

Once the Government response is published, we’d expect demand to rise for EPCs, advisory support and compliance-ready evidence, helping landlords stay lettable and plan upgrades with confidence. We are also likely to see an increase in interest for the retrofit of non-domestic buildings which opens up a new opportunity for NDEAs.

 

Non-Domestic Retrofit & PAS 2038

What we know: PAS 2038 is the recognised standard for non-domestic retrofit. It provides a structured, whole-building framework for planning and delivering energy performance improvements across a wide range of non-domestic building types, which expands outside of MEES requirements.

What we expect to happen: As retrofit activity increases, driven by net zero targets, rising energy costs and compliance pressures such as uplifted MEES, PAS 2038 is likely to be used more consistently to structure projects. This should increase demand for PAS 2038 retrofit planning and robust quality assurance throughout delivery.
