A Display Energy Certificate (DEC) Assessor undertakes energy calculations, using approved Operational Rating (OR) softwareas detailed in The Assessment of Energy Performance of Non-Domestic buildings (Scotland) 2016. Assessors in Scotland and in particular Section 63 Advisors may wish to train as DEC assessors in order to produce DECs for owners of non-domestic buildings of >1000m2, who are on sale or letting decide to defer the implementation of measures contained in The Action Plan and opt to have a DEC done each year instead.
DECs can also be used in Scotland for the assessment of buildings on a voluntary basis or for ESOS assessments.

If professionals meet the APEL requirements, the one day DEC APEL course provides individuals with all the information needed to meet the Accreditation of Prior Experiential Learning (APEL) standards for a DEC Assessor. The training is followed by an assessment of three desk based DEC calculations.
Upon successful completion of the APEL DEC training, individuals are eligible to join our government approved certification scheme free of charge.
