Energy Efficient Scotland – accelerating the national targets

Elmhurst has spent time analysing the Scottish Government’s new consultation around ‘Energy Efficient Scotland’. As normal, and on behalf of our members, Elmhurst has created a ‘draft’ response to the questions posed.

The Scottish Government states:

 “This consultation considers how any possible uncertainties associated with target setting and implementation can be overcome. It also sets out the suite of legislation that the Scottish Government will bring forward to support delivery of Energy Efficient Scotland, seeks views on the recommendations of the Short Life Working Group on Skills and Supply Chain; and explores what additional incentives could be put in place to support growth of the district heating market.”

The headlines in the consultation is that it seeks to gather evidence which might support a change to the proposed timeframe to deliver standards for all properties across Scotland. It builds on earlier consultations on energy efficiency and fuel poverty, which Elmhurst fully contributed to.

The Consultation is broken into 5 parts:

Part 1: Sets out a suite of legislation that is required to support delivery.

Part 2: Looks at accelerating the target in Energy Efficient Scotland, and how any risks can be overcome

Part 3: Bring forward the requirement for private rented homes to be EPC band C by 2025

Part 4: Outlines recommendations for Quality from a Short Life Working Group

Part 5 Identify possible actions Scottish Government could take to support district heating

Elmhurst Energy’s Technical and Operations Director Stuart Fairlie: “We at Elmhurst are fully aware of the road map that Scotland has set out and we welcome this new consultation. We advocate for a good quality process to enable all homes in Scotland to be the most energy efficient that they can be, using incentives and policy to encourage and in some case mandate action.  We promised to share our response with our members in order to stimulate thought and encourage others to respond with their own thoughts. The strategic goals are clearly set by Scottish Government and we hope that all responses gathered allow more of the detail to be clear to all stakeholders.” 

Elmhurst hopes that members may be encouraged to reply to the consultation themselves, or alternatively please let us know your thoughts and we will do our best to incorporate them into our final response; which we will also publish.

The ‘Consultation’ closes on the 17 June 2019.
