What is ESOS?
ESOS is the government’s new energy-saving initiative introduced in response to the EU’s Energy Efficiency Directive. It is aimed at what it describes as “large undertakings” – firms with more than 250 employees or a turnover of more than €50m (around £39.5m) and a balance sheet exceeding €43m at 31 December 2014.
How it works - the process
ESOS assessments must be carried out every four years and are essentially audits of the energy used by an organisation's buildings, industrial processes and transport. The assessment is then used to identify cost effective energy saving measures.
1 – Measure total energy consumption across buildings, transport and industrial activities
2 – Conduct energy audits to identify cost-effective energy efficiency recommendations, ensuring that at least 90% of the total energy consumption is subject to an ESOS compliant energy audit, a Display Energy Certificate (DEC), a green deal assessment or a certified ISO 50001 Energy Management System during each phase of the scheme. Note that during the first phase of the scheme, any energy auditing activity dating back to December 2011 may be used to support compliance provided that it meets the minimum standards required of ESOS Energy Audits. Unless your total energy consumption is covered by a certified ISO 50001 Energy Management System, you must ensure that your ESOS Assessment is conducted or reviewed by a qualified lead assessor (the lead assessor maybe an in – house expert or external consultant).
3 – Notify the Environment Agency (as scheme administrator) of compliance with ESOS, no later than December 5th 2015. A board-level Director must review the assessment which is then approved by a lead assessor.
Note - Participants of the scheme are not required to implement recommendations identified by the assessments, however, the financial benefits of avoiding energy waste can only be achieved when the identified recommendations have been implemented.
